Recently, an emulator managed to run a few GameCube games on full speed. This emulator is called Dolphin.
You can download it here:

On that page, you will see 2 versions: Win32 and Windows x64
To see what version you need, check the properties on your computer.
For example here's mine:
From the last line, I have downloaded the Win32 version.
(note that the 2GB ram and the Duo Core is probably the minimum requirement for running SSB Melee)
Next, make sure that you have the latest version of DirectX:

The only game I tried so far is Super Smash Brothers Melee and it works fine at full speed.

Things to do to make it run faster:
> On the emulator, click Graphics option and uncheck the Auto Scale option.
> On the emulator menu, click Emulation --> Frame Skipping. Then increase the frames it skips (1 is usually enough)
>Make sure your computer is not processing anything else (e.g. a download from Windows Update, in that case, finish the update before playing)
> On the emulator menu, click View --> Purge Cache
> See if there is an update for your Graphics Driver (e.g. I use www.nvidia.com/Download/index.aspx?lang=en-us, but it will depend on that you have.)
In on a Vista Comp.
> Properties --> Appearance. Change Vista Aero to Vista Basic
> Close Vista Sidebar
> If you have more tips please post them below.
