This test is to evaluate how much knowledge you have of the various aspects of judging.
It can be found here:

If you don't have a COSSY ID (which can be found on your Official Card Player Card) you can make one up and you'll still get your score, you just don't get the e-mail.
Please do this test without help from other people and without referring to other sources (such as yugioh.wikia and the rulebook)

This test is actually quite hard.
I managed to pass with 85%.
A tip would be to read the card effects really carefully (yea, they are shown below each question.)
