It's true that it's not a cost, but the card draw is not simultaneous to the removal, thus FL Lighty will miss the timing.
> So is it still worth using Cyber Valley in a FL deck?
Yes, it is, even if it won't work with Lighty, it will work with Fortune Future and even itself. It's also a One for One target.
> Magical Dimension + Fortune Lady Lighty, it's not a cost so it works right?

If you mean if Lighty's effect still works or not, then yes, even though Junk Synchron says it's effect is negated. It works because Lighty not only resolves but also activates when it's off the field so it is not effected by Junk Synchron's negation effect.
> FL Lighty vs. PWWB? Lighty's effect still activates right? because GB's are in the deck and they work
FL Light's effect will not 'activate' because cards have no effect while it's in the deck.
A Gladiator Beast's effect 'activates' on the field and 'resolves' in the deck.
> FLs vs. Shrink and Gale?
Shrink halves the original attack, it will have no effect on FLs.
Gale halves attack directly, so it will work. In fact, it will lock the FLs ATK points, even if it levels up.

If "Turbo Synchron" attacks an Attack Position "Cloudian" and activates its effect, the "Cloudian" is destroyed when it is shifted to Defense Position, and a replay occurs.
