Pokemon Mystery Dungeon 2 question (evolving)

I've followed this guide on cheatsguru:

And beat darkrai, and recruited palkia. And yet, I still can't evolve my starters. Why? Do I need to unlock marine resort and recruit manaphy? Do I need to recruit diagla?

There is whats called a "post-ending" game. This comes after you beat the main story line. Once you recruit Manaphy, you have beaten it. You need to complete this in order to evolve your starters.
