I think not because then they would be "disturbing their peace" or w/e
and the creators don't want to give him anything special, after all, hes become a loser. lol

I kinda think Pikachu is legendary. I mean seriously, have Ash throw that rat at he enemy, pretty much can destroy anything.

PRobably not because, like Skariz said it wouldn't make a good show if he would win every single battle before it even starts then it wouldn't be entertaining
