Flies on wings of fluff, and for clarification, it's a dragon pokemon.

Altaria
This one is NOT obvious.
The pokemon has gold, red-pupiled eyes that are specially designed for X-ray vision, which enables this predatory Pokémon to spot hiding prey, even if hidden behind a wall. The manes of female said pokemon are about a third the length of their male counterparts. It is about the smartest cat Pokémon so far.

What are megablocks?
I'll just guess... Combee?
This pokemon has high total stats (especially HP, Speed, and Attack); comparable to Metagross, Salamence, Tyranitar and Dragonite.
If that doesn't say anything, then HINT: Cynthia uses it.

YES!
Your answer is Purugly, I think.
It resembles a jester or harlequin. It was originally released in a 2004 edition of Coro Coro magazine in Japan. It has an affinity to mimicking the movements and emotions of the people and Pokémon around it.

Wrong
Charmander
iFly Edit: I changed the post before, so now I fixed yours to the correct one, since this pokemon was one of them in your list before.(Charmander)
Next:It chants incantations that usually torment, sometimes they bring happiness. It's a ghost pokemon.
